This paper is the companion to Zenodo record 19867494 (D-99 v1.1, TRIUNE Bidirectional Jurisdictional Flow and the Completed Laws of Thermodynamics). It formalizes the field-content reading of the partition (B + E + S = 1) sketched in D-99 and closes the foundational layer of the Utterance Model: atomic scale, fundamental constants, and the cross-scale time bridge, alongside the cosmological closures already published in D-99.
The paper carries one methodological commitment throughout. The Utterance Model is treated as the specification of nature, not as a hypothesis under test. Every quantity is derived step by step from the partition (B, E, S = 1), the fine-structure constant alpha = 1/(64 pi) + 1/(16 pi squared times e), the golden ratio phi = (1 + square root of 5) / 2, and a small set of integer counts. No external empirical constants enter any derivation chain. Conventional names appear only in cross-recognition tables and witness paragraphs, never inside the derivations.
The Utterance Model framework, the closed form alpha = 1/(64 pi) + 1/(16 pi squared times e), and the structural derivations contained in this manuscript are the inventor's intellectual property. United States Patent Application Number 19/640,364, First Utterance Model Existence Derivation Framework, was filed on April 6, 2026. Patent pending.
