The Jurisdictional Ledger of the Partition: Quantization, Mass-Energy, Baryon Asymmetry, and Long-Standing Tensions Resolved as Two-Mode Unit Accounting

This paper is the companion to Zenodo record 19867494 (D-99 v1.1, TRIUNE Bidirectional Jurisdictional Flow and the Completed Laws of Thermodynamics). It formalizes the field-content reading of the partition (B + E + S = 1) sketched in D-99 and closes the foundational layer of the Utterance Model: atomic scale, fundamental constants, and the cross-scale time bridge, alongside the cosmological closures already published in D-99.

Methodology

The paper carries one methodological commitment throughout. The Utterance Model is treated as the specification of nature, not as a hypothesis under test. Every quantity is derived step by step from the partition (B, E, S = 1), the fine-structure constant alpha = 1/(64 pi) + 1/(16 pi squared times e), the golden ratio phi = (1 + square root of 5) / 2, and a small set of integer counts. No external empirical constants enter any derivation chain. Conventional names appear only in cross-recognition tables and witness paragraphs, never inside the derivations.

Core Results

• A foundational reading of the partition. The photon ledger is one radial unit plus one rotational unit. The body ledger is one potential unit plus one localized unit. Both are two-unit phase-shifted accounts of the same field.
• Quantization derived. The action quantum enters the partition as the third irreducible dimensional primitive alongside the propagation rate and the partition cycle, not as an empirical constant.
• Mass-energy equivalence as mode conversion. The relation E = m c squared is the conversion ratio between the locked body ledger and the kinetic photon ledger at the lock rate.
• Baryon-to-photon ratio fully locked. The structural closed form is alpha to the fourth times phi to the fourth divided by pi cubed, with full structural derivation chain. No empirical CP-violation input.
• Atomic-scale closure. The cesium-class principal-tier saturation cascade reaches Z = 55 as 54 + 1 from partition primitives without empirical input.
• Cross-scale time bridge. The cosmological-tier to atomic-tier ratio is phi to the power of one hundred sixty-two and a half, with the half-step contributed by a square-root-phi boundary correction at the LCORI line.
• Cosmological constant problem dissolved. The dark-energy fraction is the structural budget remaining after the four-channel partition closes.
• Twenty-two long-standing physics tensions resolved as direct consequences of the two-mode unit-accounting structure.
• Thirteen falsifiable structural predictions stated with explicit experimental tests and falsification criteria.
